Default the rules of the runway?

First obtain the pin or other identifier used at your field before you even turn you xmitter on. Only start your engine if you are not on the same channel as someone else at the field.
Second announce in a loud and clear tone that you are about to taxi. Wait for any reply.
Third announce in the same manner that you are about to take off. Wait for reply if any.
Fourth, when you are about to land announce it in the same manner. Landing aircraft have the right of way.
If you are dead stick you have right of way over all aircraft.
Never fly above or behind the pilot stations. If you lose your radio or control due to electronic problems be sure you call out loudly to every one present.

These are general rules at amost any flying site. There may be others at your field. Check with your club.
