When you say "neutral position," is the throttle lever all the way down? The throttle stick should not be centered. If you connect the ESC to another channel whose stick springs back to center, the motor will run at half throttle. Moving the stick one way should shut it off, and moving it the other should make it go to full throttle.

In case you do have the throttle stick in the proper position, try reversing the throttle channel on the transmitter. Also make sure the trim tab is centered. Shut everything off, turn on the transmitter, then plug in the battery on the speed control. Always remember to turn on the transmitter first.
