In my opinion - yes.
Given how many people feel it is necessary to lie about abiding by this new rule, it should be clear just how great that new rule is.
Ever heard the story of the Emperor's new clothes ? You guys are welcome to keep publicly telling the emperor that his clothes are wonderful, while sniggering at him in private -- but as far as I'm concerned, he's butt-naked and I've told him so.
