The instructions I used were found on RCU somewhere, but I can't find them right now. Basically I used leftover 2-56 Dubro pull-pull wire. I drilled a little hole in each side of the horizontal stab, vertical stab, and the fuse. I reinforced the holes with CA and re-drilled. Then I ran the pull-pull wire through the fuse, Horizontal stab, vertical stab, the other side of the horizontal stab and back through the fuse. I pulled it snug (not too tight or you will deform your stabilizers) and CAed it in place. Extra hands help, but it can be done by yourself. This technique seems to loosen up after awhile. Removing the plastic coating seems to help a lot with the loosening. I currently have one leg loosening up on me between the fuse and horizontal stab, however. It is simple and easy to rework, when necessary.
