It probably would help the self leaning problem but only because they are not using the 21/ss tank. If you get the new 25 tank you will virtually eliminate the self leaning issue.
NO IT DOESN'T!!!!!! the self leaning issue still exists, not as bad, but it DOES exist. The problem is a lack of back pressure along with a gravity problem. The bottom half of the tank is too low and the exhaust pressure isn't high enough to push the fuel up to the carb.

The only solutions are; A 2nd tank installed so that the exit to the carb is around the same height as the carb inlet
Change the stock tank for a buggy style OFNA tank
Move the tank somewhere a bit higher, like the top of the radio box (this would probably mean a tank change also, as the stock tank would be unsightly(because of it's shape) and very hard to mount)
