Try thinking in terms of mass and inertia instead of gravity. The inertia of the surface oscillating in the airstream causes flutter. By damping with counterweight, the momentum is reduced.
I understand that just fine. It's a oscillation dampener, as I mentioned previously. It has been referred to as a "balance", but it cannot act as a "balance" at all attitudes if it is configured off axis.
