I'd say they are partly broken in. Enough to fly them right out of the box, but you'll get better handling after a few flights, better idle, etc.
As long as you don't need peak power, the pre-set limiters are usually ok. But if you want max power from the engine, and know what you are doing, you're best off removing them. For beginnners, they are a great feature though.
