I haven't ran into this problem, but on my CAP I chucked all of the wheel hardware... The axles in my CAP were 5/32 and that seems too small for a 13-15 lb model so I replaced them with 3/16 axles. You might measure your's to ensure that they are 3/16... Regardless of whether the axle is 5/32 or 3/16 SIG has the solution for mounting wheel pants. They make these neat wheel pant mounts that have a collar in the middle with plastic ears that you screw the wheel pant to. I am using SIG part SIGSH720 wheel pant mounts on my CAP. I have used them on other models and they sure make this chore a lot easier. And since the pant can easly be rotated at any time by loosening a set screw you'll never have misaligned wheel pants again...
