On my H9 Cap I glued in the plywood plate in the pants per instructions. I then drilled a 5/32 hole in the right position for the axle to go through. Put the pant and wheel on the axle then mark and drill a hole for the 4-40 alignment bolt. Install a 4-40 blind nut in the wood and use a 1/8 nylon spacer between the pant and gear when you bolt the 4-40 screw on. I used this method so far on all my H9 planes (3) and it has worked well.
