You've heard it all before. Make sure the tank and fuel lines are all set up properly, with no leaks. Prop the throttle wide open and check the complete fuel system. Pull the pressure line from the muffler, pump fuel directly into it. Stop when you see fuel running out of the carb. If you don't get fuel out of the carb find the restriction or clog. The fuel running out shows everything is clear. And any leaks should show with the pressure from your pump.
As for the starting. I have never had a satisfactory cold start of a Saito engine at idle throttle. They just wont start that way. Sputter and pop, burn off the prime, yes. But not run.
But I have never had one that didn't start like a champ with a slobbery prime at about 1/4 throttle. A lesson I had to learn. Try it, that closed throttle may be your problem too.
