I think I asked the question wrong. The aluminum tube gets permanently mounted in the fuselage with about 10 inches sticking out on each side. The paper tube gets glued to the ribs inside the wing. The wing panel slides onto the aluminum tube. The purpose of the paper tube seems to be to guide the wing ribs onto the aluminum tube.
