Definetely look for another club.

If they are going to be strict with that policy then they should have relatively easy access to an instructor.

Its not necessary a bad policy, but it is if they don't have enough instructors in my opinion.

I'm not saying they should be there waiting for you and catering to your every need, but gee wiz, if you set there all day you should get at least a couple flights with an instructor.
