Default Paint Problem

I bought a 1/4 scale Sig Cub lately, it was almost finished. Covered in Sig Koverall, and painted with Stitz Cub Yellow.
Now the problem... The builder tried to paint the numbers on the bottom of the wing. The black paint bled under the tape.

He tried to fix it by spraying TopFlight Cub Yellow spray paint... 1. did not match. 2. did not cover the black..3. is shiny.

What is my best option to fix this? How can I strip the paint off?
I have looked at the H9 Cub Yellow, it looks like it is a better match, but still shiny.
Am considering Sig Dope (Cub Yellow). Should I be able to spray dope over either Stitz, or Lustercoat?

Rest of the plane is nice, and should make a great project, if I can just get the wing fixed.
