Have you tried this? Remove the plugs, put the caps on the plugs, rubber band the plugs to the cylinders, turn the ignition on, turn the prop through 360 degrees. Did you see a spark? You may need to do this in a shady or dark place to see the spark.

No spark? Recheck your wiring. Still no spark? Get your money back, send it in for repair, or find a friend familiar with gasoline engines who will look at it with you.
