Positive on the wing is fine, changing the horizontal stab will just change the amount of elevator deflection needed for level flight.

When you have the plane trimmed for level flight check the up/down position of the elevator relative to the stab. If it's flat, leave the stab alone. If it's a bit up you can raise the front edge of the stab, and so forth.
