Default Over clouds CAP

I'm flying a GP CAP on a Saito .91. It was built carefully so it won't came overweighted when finished. It's wearing a carbon fiber landing gear, aluminium spinner and a fiberglass cowling (This is a bit heavier than the plastic one), and I can't take it down from 6 lbs . I found postive incidence in the main wing of about half degree, and I agree about the empenage thing.... whoever builds this kit should reinforce the horizontal stab as well as the landing gear plate. Mine is a bit tail heavy and I can't get it to hover....!!!! The plane sports a 13-8 prop... I've tried a zinger 14-6 but the weight-thrust relation is still 1-1 (6 - 6.2). A little observation is the height I'm flying at: near 9000ft over seas.
Any suggestions to make this plane hover are welcomed.
