This kind of thing happens in all kinds of industries: anytime you can leverage cheap labor to produce a 'more' finished good, and can pass that along (and then some) to the people buying your product, you can enjoy higher profits.
Only if people are buying! You could eliminate the cost of building and covering the ARF's if people wanted kits, instead, and still make good money. Sure the manufacturer's are outsourcing many, many products, but ARFs are being made because those are the things people are demanding and buying!
