Yes, it can be a snap at low speeds. If you have too much elevator it will snap and what you describe is typical of how my CAP 232 behaves.

You can tell if it's a snap by using less elevator in the roll, if it behaves better then you have the problem identified. You then setup your low rates so that it doesn't snap with full stick deflection, high rates are whatever you want.

As the other poster said, you can make sure both halves move the same amount, if so then the thing is snapping.
