Default Norvel 25 Problems

Good day Everyone,
I am running a Norvel 25BB in a gremlin, this engine ran fine all last year with no problems and has approximately 3 gallons through it. The engine has started acting up this year, the problem is that I can only get 1/2 tank (Sullivan 6oz. tank) run out of it, before it deadsticks on me. Last year Full tank runs or 20 minutes were the norm. Thinking I could have a air leak somewhere I have RTV'd the carb and back mounting plate to ensure no leaks and also replaced the fuel lines, both inside and outside the tank and also pressure tested the tank to make sure there were no leaks. Last night trying to start it up it was WAYY rich, so after I patted myself on the back for a job well done and re-adjusted the needle valves a tad on the rich side, I throw it up for a flight and guess what...... DId you guess yet?...... It died once again with 1/2 tank left and I am at a loss. I was hoping that someone could provide some insight/advice on what could be the problem(s) here.
