You can get an inexpensive one for that application, 30-50 bucks, and some come with a few paint filters, and a drip funnel, which combined with the directions, tell you how much water to thin with. It will give you a measurement in drops through the funnel in a given amount of time. I think mine says "drops per min." I would use distilled water, for sure.
