Yes, the engine has to be running to tune it btw, do not run the motor at full throttle with no load, you will damage it, or at least not for too long. If you have no load or little load, just very brief full throttle if anything, maybe half a second to a second at most. Rule of thumb is to make sure you have plenty of smoke coming out of the exhaust.
