The tail number being number 7, and the fact that it is a two seater tells that it is their promo plane, the one they carry VIP's up in before air shows, (like the local media) to promote the air show. They have a two seat F-18 they use now. I'd guess this A-4 was used back when they flew A-4's. You might go to their website and try emailing them and see if you can get more info that way.
