There could be tips on the field or track that people want to share and not just "workshop" tips so clumping with workshop may be limiting. Maybe it is best to keep them seperate although there probably could be some overlap as you say since a tip or technique could be used in the workshop and a workshop item could go into the workshop forum or tip forum. Problem is when the tip isn't really a workshop tip.
Not sure how to handle this one yet the best way. In the end our search function will find whatever the heck your specifically looking for so that is a failsafe one can use.
