There is certainly some validity to your question. The actual running of a district is the business of the members of the district.

On the other hand, and possibly more importantly, each VP is a member of the Executive Council of the AMA. The EC acts as the Board of Directors for the AMA and every vote the VP casts affects each and every AMA member, regardless of the District the member is in.

Of course, you could have chosen not to bring this to the AMA Discussion forum, but, once you did, any member of the forum is going to have an opportunity to post his or her views and opinions.
