Yes, I've seen and flown against them many many times. Those are Cobras, designed by Lee Liddle. In fact, those are Lee's cobras.

There are some guys kitting them, though I honestly forget who. Go to the RCCA forums at www.rccombat.com, then search on Cobra kit and you'll get contact info.
