This comes straight from the factory:

Remove the blue collar on the low end adjustment screw.
Close the throttle so that it is only open 1mm.
Close the Idle adjustment screw and re-open 1 and 1/5 turns.
Replace the blue collar in the middle of it's adjustment range.

PS, I would replace the baffle ans use Loc-tite on the screw
