Default Super Tigre X .25

I recently acquired an old Super Tigre X.25 that has lots of compression but won't lean out. I have taken the carb off and all seems clean. When I put the needle valve all the way in and blow into the fuel inlet, air is still comming through. Does this mean that this is not the correct needle valve for this carb?

Also, it seems that the low speed valve is out a long way to get it to start. Is this because the high end is in so far?

Let me know if you think new needle valves are in order and where to obtain them. I already know that Perry makes a replacement carb, and I may have to go that route, but if the needle valves are the problem, and they are obtainable, I would rather do that.
