Hmmm, well my first suspicions would be an air leak. But before you go sealing up the engine, did you check to make ABSOLUTELY sure the carb was going back down to idle? It could be sticking, which means you'll need to clean it. Or your throttle linkage might not be setup properly.

What happens when you let it rev and you put it on the ground so it can't move?
