Best bang for the buck I've seen in comm lathes is the Trinity Tru lathe. As for carbide bits, treated right they will last for quite a while. Get a fine whetstone and hone that baby every third comm or so. Carbide does not like to take small bites so use the tool to clean up you comm and get some superfine emory boards to do the final dressing.
