Yes the 649 will work with the 8103. I am using it in my Raptor 50. The 8103 can transmit FM (PPM) and PCM.

Here's the setup numbers. Please remember they will not be perfect for yours. Your heli will need some tweaking and the throttle curve and pitch curve may be a good bit different since I have a 50 and ou have the 30 size Raptor. Anyway here they are:
D/R:
POS 0 AILE 80%, ELEV 80%, RUDD 100%
POS 1 AILE 100%, ELEV 100%, RUDD 100%
No Expo used at all, per my taste.

Servo reverse:
