I have had a similar problem. It turned out to be a bad (corroded) extension. It would bounce multiple times even after the sticks had been completely centered. If I moved it slow it showed no sign, but moving the sticks fast or letting go of the stick it always did it.

Try unplugging and plugging in the extension at both ends about 10 times. Corrosion can form on a new unused connector.
