Make up a 2 amp bulb discharger and let it pull the pack down until only one element is glowing. After it cools, put it on your charger and set the amperage to .5, peak detect to around .012~.016V, and turn on the long lockout feature. Also, if the pack is new it will need to cycle a few times before it will take much of a charge.
