I agree with Mathew on ringed engines needing a lot of break-in time. Even OS engines with rings need the time.

I know that people don't want to hear that kind of talk these days, but that's the way it is generally.

I wish the original purchaser good luck in straightening out the problem. There's not much worse in our hobby than spending money on proven name equipment and then having what appears to be insurmountable problems with said equipment.
