Do these steps in order:

1. Reset needles on carb to four turns out from closed on the high-speed needle and flush with the inner barrel on the low-speed needle (when turning the needles, make sure not to turn it in too far and too hard because you will damage the o-rings) set the idle art opening to about one to 2 mm

2. make sure your glow ignitor is charged

3. make sure your glow plug glows

4. check to see that your head is on tight

5. try starting the engine

6. if it doesn't start, remove the air filter and try again
