Default 46 FX tuning problems

I just got a brand new 46 FX and I am having problems getting it to run properly. When I first started it from day one, from idle, it was very slow to pick up to speed. After I was adjusting the low speed setting I finally got it to come up to speed properly, but to do this the low speed screw had to be only 3/4 of a turn open from the closed position. The manual states that factory setting is 1 1/2 turns. This seems a lot to me. Then next problem that I have with it is that now that I can get it to come up to speed correctly is that after a minute or so of flying the engine starts to surge. Almost the to point that it sounds like it is ready to cut out. This problem I haven't been able to correct. I am lost for a solution. By the way I am running an 11x6 prop using 15% Morgan Omega fuel.
