Why do you consider it cheap (quality wise I assume)? The boat is just the outer hull with a transom installed. It will need at least two bulkheads and engine mount rails installed. It will also need a radio box, integral with the hull. No it's not "Ready to Run". You'll have to put some work into it but my guess is you can turn it into a good fun to run boat.
On the other hand, if you're talking $$$$$ Cheap. It sure is a basic hull. "Some assembly required".
