If you have permision from the land owner, in this case the city or county, you can fly ANYWHERE you like...

I have flown for over 10 yearsand have only been a member of AMA for the last three. The AMA does not govern the LAW about flying models, they only govern the LAWS for there insurance policy to cover you.

Just like people say you cannot launch fireworks from a model without the permission from AMA, this is nopt true if you are on private land and the land owner does not care...
