I decided ahead of time to use the Sullivan tailwheel bracket, so before putting on the tail feathers I lined up the bracket so the pivot was under the rudder hinge line, then I drilled 2 holes using bracket holes as a template and installed 2 blind nuts. As I recall, I also built up the area inside where the blind nuts would go with a piece of a popsicle stick, so it was thicker there. When I actually installed the tailwheel bracket later in the build, I made up a space from a piece of wood, that I believe was 3/16" (or maybe 1/8") thick. Put the spacer between the tailwheel bracket and fuselage, installed the screws and tightened. Then ran the spring from the pivot to under the rudder and up into it with a drop of CA. Worked really well. If your plane is already built, you should use sheet metal screws to mount the bracket to the fuselage. It should hold but you can always cut out the area and build it up with thicker wood if you wanted to take the time to do it.
