I would agree with loco; flip the carb on the engine. That would be a much easier fix then moving the cable or wire for the throttle. If you do have to move the throttle wire I would suggest getting a cable for it. The cable would make it a lot easier to thread, you don't have to go as straight with the cable, wire tends to bind when you put too much of a bend on it where as cable will stay smooth.
