The Windows Picture and Fax viewer is a standard part of all Windows XP installations. It's supposed to be the windows default for opening up any image file, although most other types of image software usually overwrites so that it's not default anymore. The quickest way to find the viewer is to open it manually by hitting start/run and copy and paste this code into the run box

rundll32.exe %SystemRoot%\system32\shimgvw.dll,ImageView_Fullsc reen

make sure you paste it exactly as it is written above. Then you can just drag any pictures into the view to open them up.
