I don't know about "best" but TruTurn has spinners custom cut for whatever size APC prop you want. The spinners cost a little more but I think it's worth it to save the trouble of grinding and balancing. AS indicate earlier they are very helpful on the phone, just tell tehm what you are trying to do and they'll help you out.

I believe Dave Brown products will also custom cut spinners for you for a nominal fee.
