PPM is not digital. It varies the length of a pulse, the length of that pulse dictates how far the servo moves.
It most certainly is digital. The information is encoded in a pulse train of on/off (digital) current where the pulse position or width determines, as you said, how far the servo moves. There is no analog voltage or current ramp in the signal anywhere. PCM sends the on/off (digital) information coded in a different way.
