Perhaps the location where you are testing has a lot of RF interferance flying around?

My first thought would be the receiver, but you said you tried a different one too...

Now if you are putting the same crystal in both receivers and it still chatters, it must be the crystal. I've never had one go bad, but I'm sure it can happen.
