Airplane considerations:
For rudder-vators, no ailerons, the emphasis should be on the rudder function.
Less angle between the surfaces.. as little as 90 degrees.
For planes with ailerons, the emphasis can be on the elevator function. A more relaxed angle, typically in the 110 to 115 degree range.
Moment arms are no different.
Control surfaces, sized to the usual plane requirements.
