Because low wings are designed to be more maneuverable (less stable) and they must be flown both into and out of every maneuver. High wings can be flown by just steering them around with rudder; starting out, you want to keep the complexity to a minimum. The airplane should be capable of flying itself with periodic interruptions by the pilot, you....Jim
