Personally, I would not recommend a fixed pitch micro electric to a newb to learn on... you're better off getting a simulator for that kind of money.
The .30 to .50 sized collective pitch nitro helis would be the easiest to learn on. Right now the cheapest RTF micro electric heli I've seen that a newb would have half a chance at learning on is the Eflite Blade CP... and that is still quite a handful! The Shogun 400 and T-REX would be even better, but will cost you much more to get flying, and they aren't RTF...
