ok i can see you're trying to be serious here it will depend on the days conditions not at the surface but at altitude. the reason you got the answers you did is you cant answer the question. most of us dont want to loose our planes so we only fly as high as feel comfortable seeing.
but if you've never flown rc before the 4 * is not a good plane to learn on. you need a trainer to learn on with an instructor to teach you how to fly.
as far as the rules go i believe the rules are you wont fly a plane higher than 400 ft within 3 miles of an airport
