So things for me to check would be the idle screw, Set the mixture less rich, and more padding. Also, I agree that it is not totaly broken in, but shouldn't the engine be able to throttle up all the way to burn throught a tank, even at a slightly rich setting? So far i it keeps droping rpms after about 30sec. of wide open throttle.
