You can check the plug and glow starter by removing the plug from the engine, and hooking it to the glow starter, it should glow extremely bright right out to the end of the coil, if it does then its cool.

If your only seeing the fuel move a short distance up the fuel line then your issue is likely priming. You need to prime it until the fuel reaches the carb, and then prime it a tad bit more. If no ammount of priming gets fuel to the carb then you likely have a leak in the tank, pipe or fuel line. Check that the fuel tank cap is sealing tightly, thatis usually where the problem is.
