Default New .18 CV-RX in Evader.

I just put my new o.s. .18 cv-rx in my evader and it is a little sticky. I pull on the starter and the piston is really hard to move. Is this normal because this is the first engien that I have ever put in a car? I thought it said in the manual that the piston was tight until in get running at normal temps. Also on my old engine a dtx .18 when I turn the flywheel the piston opens. How come it wont do that on my new engine? Also my old engine has a roto start on it and my new engine has a pull.
